LAW ENFORCEMENT TACTICAL TEAM TRAINING

Crater Criminal Justice Academy is excited to announce a series of tactical training courses to be presented during 2012.  

The goal of this series of courses is to provide tactical training for all the basic functions of a police tactical team at the local level at an affordable cost for member and non-member agencies.

These courses are physically and intellectually challenging.  A comprehensive written exam will be administered at the conclusion of each course.  

All tactical classes will be presented at the CCJA campus.

 Basic Tactical Officer Certification – CCJA will offer a Basic Tactical Officer certification to officers who successfully complete the following courses, (which are described in this section); High Risk Warrant Operations, Armed Barricaded Person Operations and Hostage Rescue Operations.
 
In addition the officer must successfully pass the CCJA Tactical Officer Firearms Qualification Course.  The firearms qualification course will be administered during the Hostage Rescue Operations course in May 2012.  




High Risk Warrant Service Operations (24 Hours)

This course will train officers on the knowledge, skills and abilities required to perform high risk warrant services.  This is one of three required courses for officers who wish to obtain Basic Tactical Officer certification from CCJA. 

As this is a stand-alone course incumbent tactical team officers should consider this training for tactical team in-service requirements.
 
The following topics will be covered:
•    Planning
•    Intelligence gathering
•    Site assessment and scouting
•    Dynamic building clearing
•    Warrant service tactics
•    Legal issues that affect warrant services
•    Shooting skills for building clearing operations
•    Control techniques for building clearing operation
•    Deadly force decision making scenarios utilizing Simunition®
•    Familiarization with distraction devices (training distraction devices provided by CCJA)
 
Required equipment:
•    Duty pistol with three magazines and 300 rounds pistol ammunition
•    Duty carbine or SMG, preferably with a single point sling, with three magazines and 300 rounds carbine/SMG ammunition
•    Ballistic vest
•    Ballistic helmet
•    Eye protection
•    Hearing protection
•    Leather, kevlar or nomex gloves
•    Load bearing equipment
•    Simunition® conversion kits for M4/M16 carbines and marking cartridges will be provided by CCJTA

Armed Barricaded Person Operations (24 Hours)
 
This course will train officers on knowledge, skills and abilities required to resolve armed barricaded persons situations.  This is one of three required courses for officers who wish to obtain Basic Tactical Officer certification from CCJA. 

As this is a stand-alone course incumbent tactical team officers should consider this training for tactical team in-service requirements.
 
The following topics will be covered:
•    Perimeter operations
•    Covert building clearing
•    Familiarization with chemical agents and specialty impact munitions (training chemical agents and impact munitions provided by CCJA)
•    Shooting skills for building clearing operations
•    Shooting skills for perimeter operations
•    Familiarization with APRs (gas mask)
•    Legal issues that affect barricaded person situations
•    Force options
•    Resolution tactics
•    Deadly force decision making scenarios utilizing Simunition®

Required equipment:
•    Duty pistol with three magazines, 100 rounds pistol ammunition
•    Duty carbine or SMG with three magazines, preferably with a single point sling, three magazines
•    300 rounds carbine/SMG ammunition
•    12 GA pump shotgun, preferably with a 6 round side saddle and single point sling
•    25 shotgun rifled slugs (reduced recoil recommended)

•    Ballistic vests
•    Ballistic helmet
•    Eye protection
•    Hearing protection
•    Leather, kevlar or nomex gloves
•    Load bearing equipment
•    APR (gas mask) and carrier

Tactical Team K-9 Operations (16 Hours) 
 

K-9 Officers and Tactical Team Officers are encouraged to attend this course. Students will learn how to utilize police K-9s during tactical team building searches and high risk tracking operations. Ideally, each agency should send at least one Tactical Team Officer with each K-9 Officer attending.

Required equipment:
•    K9 officers should bring a 30’ lead
•    Rain gear
•    Small backpack
•    Water bottle or hydration system
•    Duty pistol and long gun (no ammunition required)
•    Entry vest or ballistic vest
•    Ballistic helmet
•    Simunition® conversion kits for M4/M16 carbines and marking cartridges will be provided by CCJTA

Hostage Rescue Operations (24 Hours)

This course will train officers on the knowledge, skills and abilities required to perform hostage rescue operations.  This is one of three required courses for officers who wish to obtain Basic Tactical Officer certification from CCJA. 

As this is a stand-alone course incumbent tactical team officers should consider this training for tactical team in-service requirements.
 
The following topics will be covered:
•    Dynamic building clearing
•    Stealth building clearing
•    Shooting skills for building clearing operations
•    Hostage rescue tactics
•    Legal issues that affect the resolution of hostage situations
•    Command post operations
•    Crisis negotiations concepts
•    Deadly force decision making scenarios utilizing Simunition®

Required equipment:

•    Duty pistol with three magazines, 300 rounds pistol ammunition
•    Duty carbine or SMG, preferably with a single point sling, with three magazines
•    300 rounds carbine/SMG ammunition
•    Ballistic vests
•    Ballistic helmet
•    Eye protection
•    Hearing protection
•    Load bearing equipment
•    APR (gas mask) and carrier
•    Simunition® conversion kits for M4/M16 carbines and marking cartridges will be provided by CCJTA

Tactical Team  Commander/Supervisor (40 Hours)

This course prepares supervisors for the responsibility of leading and managing a tactical team.  It is an ideal course for supervisors newly assigned to a team or for an experienced tactical team commander/supervisor who wishes to gain a fresh perspective on commanding a tactical team. 

The curriculum will expose these supervisors to the operational and administrative issues involved with managing a tactical team.  The course will use a combination of lecture, in class assignments, after class reading and table top exercises to present the material.
 
The following topics will be covered:
•    High risk warrant operations
•    Armed barricaded person operations
•    Hostage rescue operations
•    High risk fugitive searches
•    SWAT training considerations to include creating a training plan
•    Overviews of specialty skills within a tactical team; breaching, snipers, tactical medicine, less lethal   munitions, Tactical K9
•    Incident command system
•    Utilizing mutual aid during tactical operations
•    Command post operations
•    Integration with Crisis Negotiations Teams (CNT)
•    Tactical team officer selection and retention

Required equipment:
•    Ideally, each officer should bring a laptop computer with word processing and power point capability
•    Flash drive/thumb drive

Tactical Team Medic (16 hours):


This course is designed for personnel who have at least an EMT level certification and who are tasked with providing emergency medical support for a tactical team. Students will learn how to provide medical assistance in high threat environments and during tactical operations.  Each student who attends will receive a "blow-out kit" consisting of: tourniquet, nasal airway, chest seal and a combat bandage.

Topics covered:
•    Providing emergency medicine during crisis situations
•    Equipment and gear set-up
•    Integration with tactical team operations
•    Medicine over the barricade
•    Practical exercises

Required equipment:
•    Small backpack or medical bag
•    APR (gas mask) and carrier
•    Head light or small flashlight
•    Ballistic vest and helmet

Tactical Medicine for Operators (8 hours):

This one day course is the partner of “Tactical Team Medic” and is designed to teach tactical team officers how to administer emergency medical aid to themselves and others during tactical operations.

Each student who attends will receive a "blow-out kit" consisting of: tourniquet, nasal airway, chest seal and a combat bandage.

Tactical Team Breacher (16 Hours)

This course will prepare Tactical Officers to function as a Breacher on a tactical team.  It is an ideal course for an officer who is new to breaching techniques or for an experienced Breacher who wishes to gain more insight/training into breaching techniques.
 
The following topics will be covered:
•    Manual breaching; ram, halagan, window breacher
•    Ballistic/shotgun breaching (breaching rounds provided by CCJA)
•    Hydraulic breaching
•    Tactics at the breach point
•    Breacher deployment of impact munitions and chemical agents
•    Site assessment
•    Integration with tactical team operations

Tactical Team Sniper (40 Hours)

This course will train the officer in the use of the optical sighted precision rifle and how to function as a sniper on a tactical team.

The following topics will be covered:
•    Nomenclature, functioning and care for the precision rifle
•    Shooting positions
•    Marksmanship fundamentals
•    Rifle optics
•    Use of data book
•    Camouflage and concealment
•    Environmental effects on precision shooting
•    Shooting at distances of 50, 100 and 200 yards
•    Shooting at moving targets
•    Shooting through glass
•    Interior and exterior hides
•    Individual movement
•    Integration with tactical team operations
•    Each officer attending this course will receive a Storm Tactical data book

Required equipment
•    Match grade bolt action or semi-automatic rifle
•    Precision optical sight with target style turrets and ¼ minute of angle adjustments
•    250 rounds of match grade rifle ammunition
•    Duty pistol and holster, 50 rounds of pistol ammunition
•    Rifle sling
•    Rifle bipod
•    Waterproof ground cloth or mat
•    Rain gear
•    One piece cleaning rod, cleaning jag, brass bore brush and 300 bore patches
•    Bore solvent, gun grease and gun oil
•    Bore guide
•    Eye protection

Active Shooter Response (16 Hours)

This course will train officers on the techniques utilized when responding to an active shooter incident.  The course material will be presented through a combination of lecture; firearms range practice and practical exercises.

Topics to be covered:
•    Active shooter response tactics
•    Four officer, three officer, two officer and single officer response techniques
•    Shooting skills for active shooter incidents
•    Basic breaching techniques
•    Stronghold approach techniques
•    Flanking tactics
•    Practical problems

Required equipment:
•    Duty pistol or carbine, with three magazines
•    Duty belt
•    150 rounds ammunition for either duty pistol or carbine
•    Eye protection
•    Hearing protection
